How to change wallpaper in Windows 7 Starter? (ASUS EEE PCs)
One of the most annoying features that Microsoft introduced in the Windows 7 Starter is the inability to change the background wallpaper. Now, there is an easy way on how to do away with that problem. First download system setting utility. Then, change it via system settings in eee docking and you are done!

This does work. Thank you so much for posting this. I was upset when I got this and found out I couldn’t change the wallpaper, that’s usually the first thing I do when I get a new computer. Thanks again for the help!
hy, thanks for it but i have downloaded the system setting for my asus 1005px n its showing in e docking but when i am doing the changes n saving it ,it does now work plz help
